اقدام پژوهی هم افزایی دستگاه های حاکمیتی در حل مسأله هویت نوجوان؛ مطالعه موردی «طرح همه پای کار تربیت» (1402-1403)

چکیده
باتوجه به اهیمت موضوع هویت و با وجود تلاش‌ها و اقدامات زیادی که در عرصه هویت افزایی نوجوان از سوی نهاد‌های مربوطه صورت گرفته است؛ اما به دلیل شکاف و فاصله میان آن‌ها و در یک کلمه عدم هم‌افزایی، نتیجه در‌خوری حاصل نشده است. اندیشکده حکمرانی مردمی دانشگاه جامع امام حسین (ع) بر آن شد تا با تشکیل کارگروه های تخصّصی در این حوزه بتواند قدمی در حلّ مسأله هویت نوجوان از طریق هم‌افزایی میان دستگاه‌های استانی بردارد. در همین راستا خروجی این جلسات و نشست های تخصّصی، طرح عملیاتی با نام «همه پای کار تربیت» شد. طبق این طرح، هرکدام از دستگاه‌های استانی در راستای سند تحوّل بنیادین آموزش و پرورش، خدمتی که می توانند در راستای هویت‌افزایی به طور رایگان به دانش آموزان ارائه دهند را در اختیار مدارس می‌گذارند و مدارس با بازدید از مراکز یا شرکت در کارگاه‌های مهارت‌افزایی با امیدآفرینی در دانش‌آموزان نسبت به پیشرفت‌های موجود در هر مجموعه و تشویق به نقش‌آفرینی در عرصه‌های مختلف، سعی در حل مسأله بحران هویتی آنان را دارد. مقاله حاضر حاصل اقدام پژوهی این طرح از ایده تا عمل است. داده‌های این مقاله بر اساس مستندات مصاحبه، مشاهده، جلسات و کارگروه‌های تخصّصی جمع‌آوری شده و از طریق روش تحلیل مضمون مورد تحلیل و بررسی قرار گرفته است. یافته‌های این پژوهش نشان داد که هم‌افزایی نهادی منجر به افزایش اثربخشی تربیتی، رضایت مخاطبان، ارتقاء هویت اجتماعی نوجوانان و شکل‌گیری الگویی بومی قابل تعمیم در سطوح ملی و محلی شده است. الگوی ارائه شده در این پژوهش می‌تواند برای سیاست‌گذاران و دست‌اندرکاران امور مربوط به نوجوانان در سطح ملی و محلی مفید واقع گردد.

Abstract
Considering the importance of the subject of identity and despite numerous efforts and actions taken by the relevant institutions in the field of adolescent identity enhancement, no satisfactory result has been achieved due to the gap and distance between them and, in one word, lack of synergy. The Imam Hossein Comprehensive University Center for Popular Governance decided to form specialized working groups in this area to take a step toward solving the adolescent identity issue through synergy among provincial organizations. Accordingly, the outcome of these specialized sessions and meetings was an operational plan called "Everyone Involved in Education." According to this plan, each provincial organization, aligned with the Fundamental Transformation Document of Education, provides a free service to students that supports identity enhancement, making these services available to schools. Schools, by visiting centers or participating in skill-building workshops, aim to address adolescents' identity crisis by inspiring hope through exposing students to existing advancements within each organization and encouraging them to play roles in various fields. This article is the result of an action research process of this plan from idea to implementation. The data in this article were collected based on documents, interviews, observations, sessions, and specialized working groups and were analyzed and examined using thematic analysis. The findings of this research showed that institutional synergy led to increased educational effectiveness, audience satisfaction, enhancement of adolescents' social identity, and formation of a native model that can be generalized at national and local levels. The model presented in this study can be useful for policymakers and those involved in adolescent affairs at both national and local levels.
